It's a pretty good time for Google to pull something like this publically. Western companies are still struggling to get a decent bite out of the enormous market in China; and if the sociopolitical problems eventually settle down, Google will have already won over the mind-share of the people when it happens. Even if no progress is made in the Chinese market, it only means more publicity for Google globally.
