Passing that after Congress delays the vote on SOPA/PIPA?

When NDAA has provisions like the following?

“Congress affirms that the Department of Defense has the capability, and upon direction by the President may conduct offensive operations in cyberspace to defend our Nation, Allies and interests, subject to (1) the policy principles and legal regimes that the Department follows for kinetic capabilities, including the law of armed conflict; and (2) the War Powers Resolution.”

By the letters alone, it looks like the author of this provision assumes SOPA/PIPA will pass. But in truth, what's the diff? Taking down sites? Taking down the people who run them?

basically, google and other major sites are planning on a "blackout" of their services to see the potential of this bill. pretty crazy
