Buying a new video card

I want to buy a new card for gaming. Mostly for WOW and The new Civilization 5. You all seem to know about this stuff. I was just going to buy the cheapest 1gb card I can find at tiger direct. Now I'm reading online that I have to worry about fps too instead of just the ram.

What should I get?

i hate civ 5 because i want it. all they do is rerelease the same game over and over with better graphics and i always want to get the new one. NOT THIS TIME.
