File and Context Menus Tortoise SVN Missing on Windows 7

I am having a problem where Tortoise SVN is not displaying context menu's for top level directories. meaning i cant commit an entire tree from a top level checkout. This problem didnt occur in vista or XP so i am guessing it is specific to Windows 7. This makes it pretty unusable as I don't feel like checking in each directory in the trunk separately.

I googled around for this problem and couldnt find a report of it. If i find a solution, I will post it here. If anyone stumbles across this and has a solution: please post it =]

I am using TortoiseSVN-1.6.2.16344-x64

I was thinking about this problem this morning and I guess a workaround would be to check out the entire repo including the trunk, tags and branches. then i could use the context menu when right clicking the trunk folder to update all its subdirectories.

Id rather not have to do this and be able to just checkout the trunk but in the meantime it means i can keep working on windows 7. I have no use for a local copy of branches or tags but oh well.
